I want to send this message that it appears that, at least for the time
being, Governor Cuomo will not be putting in place the 20% ATB cuts that he
had been discussing. Zack Fink in reporting that he has indicated that he
has confidence Washington will be coming through with Federal money and
that therefore the cuts are not needed at this time.
Again, to refresh your memory, these cuts were possible as a result of the
authority granted to the Governor through his Budget Director in the
budget. At a measurement period for the state budget as of April 30, there
was found to be a need for cuts totaling approximately $10 billion. We are
advocating for raising revenues to offset these costs on the long-term. We
will certainly not let up on any of our advocacy, and will continue to keep
you updated as to different actions. And of course it remains necessary to
be reaching out to your members of Congress to tell them it is imperative
that they seek to eliminate the last page of the HEROES Act, which exempts
only NY from the Maintenance of Effort requirements in Families First
Recovery Act.
