Mr. Caputo was a partner of a CPA firm that specialized in government and nonprofit clients. He was the partner in charge of audits for the City of New York and was involved in several hundred audits for HRA, DFTA, DOH and ACD. He was involved in over 100 audits of Home Attendant and Housekeeper Programs. Specific to CDPAS, Mr. Caputo was the fiscal consultant to Concepts and was hired by the Board of Directors in 2002 to be the part-time Chief Operating Officer and was escalated to the position of CEO in August 2006. He oversees the operations of Concepts of Independence and Concepts of Independent Choices, one of the largest CDPAP fiscal intermediaries in New York State. He has been involved with the Consumer Directed Personal Assistance Association of NYS (CDPAANYS, the statewide CDPAP association) for over 18 years. He has served as a board member, Treasurer and was past President of CDPAANYS. In his capacity with Concepts and CDPAANYS, Mr. Caputo has testified as an expert in CDPAS at state hearings and in front of legislative committees. He has also served on NYS DOH task forces to implement CDPAP in Managed Care and to ascertain FI Best Practices, and is currently appointed on the NYS DOH Committee for the Community First Choice Option.
