CDPAANYS Releases White Paper “The Future of CDPA: Recommendations to the Workgroup”

CONSUMER DIRECTED PERSONAL ASSISTANCE ASSOCIATION OF NEW YORK STATE RELEASES WHITE PAPER IN ADVANCE OF FIRST STATEWIDE WORKGROUP
White paper features recommendations from the statewide association for future state contracting framework.

ALBANY, NY – In advance of the first Consumer Directed Personal Assistance (CDPA) workgroup, which will take place today at 11 AM in Meeting Room 7 of the Empire State Plaza, the Consumer Directed Personal Assistance Association of New York State (CDPAANYS) has released a white paper to provide programmatic insights and guidance to participants. The workgroup is tasked with, among other items, assisting in the creation of contracting provisions for CDPA agencies, known as Fiscal Intermediaries (FIs). The final New York State FY 2019-20 budget established the requirement that all agencies providing FI services contract with the DOH beginning January 1, 2020. CDPAANYS is a member of the workgroup, which includes consumers, advocates, provider agencies, and managed care companies that contract with the State.

CDPAANYS’ white paper addresses many of the major topics to be addressed by the workgroup, including discussions on how to assess timeliness, quality, experience serving people with disabilities, cultural and language competency, and other factors. The document was created by CDPAANYS workgroups comprised of FIs and consumers.

The workgroup will be highly influential to the future of CDPA. Chaired by the Commissioner of DOH, it is responsible for informing Fiscal Intermediary (FI) best practices, determining the qualifying standards for FIs to receive state contracts, establishing methodologies for consumer transitions between FIs, identifying potential variations of service delivery dependent upon consumer needs, and support the creation of FI quality reporting rules.

CDPAANYS is the only statewide organization that solely represents the interests of CDPA, from the perspective of consumers and FIs. The organization has existed since the inception of CDPA at a statewide level and has been a resource for the state, managed care plans, and others as CDPA has developed and grown. The recommendations outlined in the white paper incorporate the knowledge and expertise gained by CDPAANYS and our members over the almost twenty-five years this program has existed.
